Are you sure it was not advertising a jb concert and you had to ring that number to book tickets. And even if it was justin bieber he probably wouldn't reply to many people due to all of the texts he would get. If you did see the text its probably just a poser pretending to be justin bieber. But i do have a way you can contact justin bieber - go on say it now %26amp; he will probably have one of them ( its where you can ring him and leave a message he may ring back but he will get alot of messages so don't be disappointed if he doesn't ring you back.
