Sorry to break it to you, but he's a public figure, therefore he doesn't give out his phone number to just anyone (i.e. fans, since he's got millions of fans, imagine them all calling him at the same time). You'll have to make him notice you (well, try DMing him on twitter)*, or maybe try getting meet-and-greet passes, however it goes it's gonna be very hard and prepare well for it. It really won't be easy at all; just imagine how many girls are out there just like you, crazy about Justin Bieber and that also want his phone number. But... well, as he himself says, never say never.
*get him to follow you by tweeting him when he's online, when he follows you (it's gonna be HARD to make him notice / follow you) just then you can start sending him DMs (direct messages), but there's a tough competition in his inbox too. Even then your chances are slim he's gonna give you his phone number.
